			<content:encoded><![CDATA[<p>The Boston Retirement Board is a qualified defined pension plan, which serves approximately 34,000 active public employees and retirees of the City of Boston, Boston Housing Authority, Boston Redevelopment Authority, Boston Public Health Commission and Boston Water &amp; Sewer Commission.  The Board seeks an Assistant General Counsel to provide legal services to Board Trustees and staff regarding Chapter 32 benefits, litigation and investments.<span id="more-1804"></span></p>
<p>Among other things, the Assistant General Counsel will be expected to appear in court and/or administrative agencies on behalf of the Board; attend and participate in disability review officer hearings as necessary; conduct client outreach; review, approve and implement court orders and DOR/CSE orders in divorce and child support matters; respond to public records requests; help prepare for and attend Board meetings when required; interpret and communicate rulings by the Public Employee Retirement Administration Commission that may impact services provided by the Board to the managers and staff to help ensure compliance; and, perform related duties as required.</p>
<p>The minimum qualifications include 5 years of full-time professional practice in litigation, administrative procedure and or/investments.  Familiarity with MGL Chapter 32 is highly desirable.  <strong>Admission to the Mass Bar and City of Boston residency is required</strong>.  The Board is an equal opportunity employer.</p>

			<content:encoded><![CDATA[<p>Recently, the Division of Open Government of the Attorney General&#8217;s Office issued a new FAQ regarding the Open Meeting Law and Town Meetings.  In its FAQ the Attorney General&#8217;s Office opined that quorums of public bodies that attend Town Meeting should notice the Town Meeting as a &#8216;meeting&#8217; if it anticipates that it may be called upon to deliberate during the course of the Town Meeting.  The Attorney General&#8217;s Office also notes that any deliberations of any public body that occur during the course of a Town Meeting are as such subject to the provisions of the Open Meeting Law.  The FAQ can be found here:  <a href="http://www.mass.gov/ago/government-resources/open-meeting-law/oml-faqs/oml-faq-town-meeting.html">FAQ</a></p>
<p>CSTCA&#8217;s Executive Board disagrees with the Attorney General&#8217;s Office interpretation of the Open Meeting Law as it applies to Town Meeting.  CSTCA  has sent a letter outlining its differing interpretation of the law to the Attorney General&#8217;s Office.</p>

			<content:encoded><![CDATA[<p>Please joins CSTCA for its April 26th seminar and dinner meeting.  The meeting will focus on public construction issues including recent developments in independent contractor law; making sure the public owner is properly insured on public construction projects and tips for a public owner to manage problems on public construction contracts.  Our distinguished panelists for this meeting will include<span id="more-1787"></span>Peter Mello and Chris Brown of Petrini &amp; Associates and Wally McDonough, a principal of Elk Consulting and former General Counsel of Suffolk Construction Co.</p>
<p>Join us at Sal&#8217;s Restaurant in Lawrence.  The seminar will run from 4:00-6:15 followed by dinner and CSTCA&#8217;s annual business meeting.  Cost for the seminar and dinner is $85.00; seminar only is $50.00 and dinner only is $45.00.  Dinner is a buffet.</p>

Generally, everyone wants to preserve historic structures, but sometimes history is in the eye of the beholder. This program will discuss the interplay between historic commissions, historic districts and demolition delay bylaws. Our panelists include <span id="more-1738"></span>Christopher Skelly, the Director of Local Government Programs of the Massachusetts Historic Commission, James Toomey of Murphy, Hesse, Toomey &amp; Lehane, and John Barrett, City Solicitor of Fitchburg.</p>
